(ETK Introduction: Note, in the following excerpts from the 1996 Air Force document, “Information Operations: A New War-Fighting Capability,” that the terms “user” and “customer” are used more or less interchangeably. Indeed, under the Clinton-Gore administration, the functions of government and military departments were privatized to a considerable extent. As noted below, this opened the door to the use of this technology by other nations, by international groups (such as the United Nations), corporations, various civil institutions, and/or the “highest bidder.”)

Please note also that based on the 47+ military drills that were conducted on the day of and leading up to September 11, 2001, the US Air Force was the lead agency. So much for the below promise that the U.S. Air Force would soon usher in an era of world peace!!!!!

Implanted Microscopic Chip

The implanted microscopic brain chip performs two functions:

First it links the individual to the HC (human-computer) system, creating a seamless Interface between the user and the information resources. In essence, the chip relays the processed information from the HC to the user. Second the chip creates a computer-generated mental visualization upon the user’s request.

The human-computer systems integration is a vital lead in the final technological area. Human systems and biotechnology offer the potential to create a seamless flow of information between human and computer. By exploiting the human cognitive process, the information can be tailored to present precisely what is needed. This section is in two parts. The first is the understanding information flowing to and from the brain. The second is how to present the data using visual-imaging techniques.

Mastering these technologies will allow users to select information for direct input into their brains. When an authorized individual needs situations updates and analysis the user will link to a BC (human-computer) satellite by way of the implanted chip. The capability will have extraordinary commercial applications for medical advances. These advances will help restore patients with damaged neural, audio, and visual systems as well as enable individuals to act(ualize) the ultimate virtual reality trip….Computers can play a significant role in nearly every area of human information processing.

Their potential lies in organizing information to assist human decision-making. They can produce more options than a human brain cell can recall. In fact, computers have become the preferred medium for information storage and recall. The Human-Computer System is a constellation of “smart” satellites that can receive all-sources information. Within the human-computer system, resident intelligent software will run decision support tools, correlate and fuse data into useful information. Identify inconsistencies and information gaps, and task collectors to seek data to fill information gaps. The various constellations of permanent satellites complemented by the mini-satellites will provide coverage of the entire world in every spectrum.

Collection development should continue to grow until about 2015, when the complete link between the small satellites and the permanent constellations should be seamless, and the small satellite development will be commensurate with the requirements…. Communication capacity will peak when the entire globe is accessible at all times and there is absolutely no restriction on the size or type of transmission available to the customer.

Computer capacity will continue to grow in capacity, doubling every 18 months for the next term. First, future operations will demand a highly flexible and mobile force that is ready at a moment’s notice to employ aerospace power. The chip will give these forces the ability to communicate, visualize, and prosecute military operations. Having to manage and deploy a “physical platform” or room hampers mobility and delays are time-sensitive. US aerospace forces must be prepared to fight or to conduct mobility or special operations anywhere in the world on extremely short notice although some of these operations may be staged directly from the continental United States.

The Cyber situation is applicable at all levels of war. At the strategic and operational levels, it provides the user the capability to monitor global activity, analyze developing situations, monitor and control the battle space, assess battle damage, and conduct re constitutions. Tactically, it offers battle space situational awareness by conveying in (real) time enemy and friendly information. At all levels, the Cyber situation gives decision makers and analysts the ability to coordinate, respond, and execute battle space operations.

Dr. Rauni Kilde comment on the above information warfare doctrine:

The authors of the report are careful to say that this is their own view not related to official government policy. However, several U.S. state documents and reports confirm this technology as being applied in their most extensive projects, both military and civil, national and international. All the US military branches of the armed forces are involved in organized association concerning the development of the technology together with civil institutions like the Department of Health, in what is known as the NEURAL NETWORK ASSOCIATION.

At their conference in 1991 it was revealed that they substituted and endorsed over 1000 projects in brain-computer technology at 350 medical centers, universities, and the like. At that conference it was also declared that the US Air Force would grand world peace through its global reach and power. It is this department which administers military satellites and can therefore use these advanced radio systems. This is the most important weapon, invisible and silent by which they can control and influence people and populations, biological and electrical systems, via space satellites. It is this topic which is synonymous with cyber (i.e. science of control) as the report refers to. This subject is in fact the most important policy of the United States, whether it can be called official or not. Its development has gone on now for at least three decades. Research papers DATORHJARNOR (Swedish) and THE BRAIN OPERATION in THE BRAIN WALL, gives a detailed picture o this reality and what the NEURAL NETWORK and their projects are about.
